Debbie Rose is a Partner at WhitbeckBennett, focusing on assisting families and employees with K-12 education issues.

Debbie grew up in California, where she earned her Bachelor of Arts in Political Science from the University of California- Los Angeles. She then attended law school at Drake University Law School in Des Moines, Iowa.

Debbie began working as a criminal defense attorney in Iowa but soon moved to Virginia to take advantage of an opportunity to be a counsel for the United States House of Representatives, House Judiciary Committee. Assigned to the Subcommittee on Courts, the Internet, and Intellectual Property, Debbie handled copyright, patent, trademark, federal courts, and impeachment issues. Continuing her work in intellectual property policy, Debbie also worked for the Entertainment Software Association and ACT | The App Association.

When her children were attending elementary school in Loudoun County Public Schools, Debbie believed that she could best serve her school community by running for a school board position. Debbie was first elected to represent the Algonkian District on the Loudoun County School Board in 2011 and re-elected in 2015. During her tenure on the Board, Debbie led efforts to reform discipline policies and procedures, expand advanced STEM and technical trade opportunities through the creation of the Academies of Loudoun, was the Board liaison to the Special Education Advisory Committee, was appointed to a Special Education Task Force to revise and update special education policies, and served as Chair of the Discipline and Support Services Committees. During her eight years on the LCPS School Board, Debbie gained expertise and experience in how school divisions operate with respect to discipline, employment, special education, and gifted services. Debbie enjoys using her knowledge and experience to help others as they navigate concerns and conflicts related to education.
